1ª ELO  was created in 20 of July of 1944, with the objective to support the Divisional Artillery (AD) of the FEB, being carried through operations of comment, linking, recognition and regulation of shot.1ª ELO operated airplanes Piper L-4H, military assignment of the model "Cub", which had been adapted for the US Army Air Forces to operate as airplanes of comment and linking.

1ª ELO carried through 684 missions in 200 days of operations, almost having made 400 regulations of shot, as much for the Units of Artillery of the FEB, as also for American and British Units.

The missions of shot regulation attributed to the Flotilla had been carried through with extreme efficiency - justifying its shout of war, "Nêle Eye" - allowing that the Divisional Artillery of the FEB was considered as the most necessary amongst all units of artillery subordinated to 5º Army of U.S.A..
